Hernandez’s accomplishments include the provision of a range of trainings to active and reserve personnel, partnerships with Victim Legal Counsel, Family Advocacy Program, and the Sailor Assistance and Intercept for Life program to provide robust and coordinated services for military victims, and excellence in administration and oversight of the Sexual Assault Prevention and Response (SAPR) Program at NAS Lemoore. Additionally, Hernandez actively engages in community partnerships as a standing member of the Fresno County and Tulare County Sexual Assault Response Teams (SARTs).
"As a member of the Central Valley Community, it is my honor to congratulate SARC Raquel Hernandez for receiving this outstanding award," said Rep. TJ Cox. "Advocating for survivors is clearly more than a job for Raquel Hernandez, it's a calling. Her leadership and enthusiasm make a great example for her colleagues and all of us in the Central Valley."

The Sailor of the Year award ceremony is a naval tradition that has existed for almost fifty years, and since then has recognized Sailors who represent the best of the United States Navy. Chief Dominguez received the award for her outstanding service and has been meritoriously promoted to Chief Petty Officer.
"We know our Central Valley is full of talent, and today it is especially uplifting to know that this talent is being recognized nationally," said Rep. TJ Cox. "CAO Kimber Dominguez has shown great dedication to serving this country and shows the bery best of what it means to be an American."
